On the 2022 Citizens Count Issue Survey, Trottier marked he was "For" the Education Freedom Account program.
However, in 2023 Trottier voted against HB 367 and HB 464, two bills that would expand eligibility for the Education Freedom Account program.
In 2024 Trottier voted for HB 1634, which would remove the household income limit to participate in the Education Freedom Account program. However, he voted against HB 1561 (expanding eligibility to various categories of students) and HB 1665 (raising the household income limit to qualify from 350% to 500% of the poverty level).
