For example, McGuire voted for HB 1291 (to increase rights of property owners to build accessory dwelling units), HB 1399 (to make it easier to convert single family residence into two units), and HB 1400 (to limit parking requirements, plus add tax credits for office conversions).

When asked a similar question on the 2010 Citizens Count survey, McGuire wrote, "There is a difference between immigration policy (which is a federal responsibility) and implementation of that policy, which could be shared by the states. Note that state laws must equally apply to all persons as per the 14th amendment to the US Constitution: '1. ... nor shall any State ... deny to any person within its jurisdiction the equal protection of the laws.' In this section, 'persons' are not restricted to citizens."
