Set rules for "special needs" and "disability" under child care scholarship program

Summary:

Directs the Department of Health and Human Services (DHHS) to adopt rules relative to the definition of disability or special needs for purposes of the child care scholarship program and establishes certain criteria for such rules. In particular, this bill states that a child with a "disability" or "special needs" shall not require a formal diagnosis or formal special education code.

The Senate added the text of this bill to HB 1202.
