Set deadlines for Department of Transportation to decide on permits to alter driveways, set rules for "special needs" and "disability" under child care scholarship program

Summary:

Establishes deadlines for issuance of permits by the Department of Transportation for the alteration of driveways exiting onto public ways.

The Senate amended the bill to add the text of SB 596. That bill directs the Department of Health and Human Services (DHHS) to adopt rules relative to the definition of disability or special needs for purposes of the child care scholarship program and establishes certain criteria for such rules. In particular, the bill states that a child with a "disability" or "special needs" shall not require a formal diagnosis or formal special education code.
