Rewrite laws regulating retail installment sales of motor vehicles, eliminate requirement for car dealer to notify state of sale to Massachusetts resident

Summary:

Rewrites the laws regulating retail installment sales of motor vehicles administered by the Banking Department. This bill was a request of the Banking Department.

The Senate amended the bill to also add the original text of SB 510. That bill eliminates the requirement that a retail motor vehicle dealer submit a form notifying the New Hampshire department of motor vehicles of a sale of a vehicle to a Massachusetts resident.
