I have first hand experience in several local, national and international organizations which have attempted to define this issue in the creation of codes, standards and regulations. It is my first hand experience that all of these efforts do not promote "best practices". Mandates, rebates and forced compliance in a free society often promote a now solution and not a good solution."

"Support in educating the next generation is a necessary role of society. The result is the measurable. Funding in itself will not improve or harm the student. The student, family, community and local educators need more authority. The responsibility lies with the student, family and local community, however, the authority lies elsewhere. I believe the authority of educating is where change is needed not increased spending for spending sake."
