What was the best decision made by the Executive Council in the past two years?
"One of the best decisions was approval of the state's prescription monitoring program. As a voter (and especially as a physician), I see real value in this investment. The program allows pharmacists and doctors to see how many prescriptions a person has had written over the last six months. Opiate abuse has risen to the level of a public health issue in state; this service and technology will help stem the tide. It should be noted that New Hampshire was one of the last states in the country to institute such a monitoring program. I applaud the Council for getting it on track."

Do you agree with the Executive Council's refusal to grant a pardon to Thomas Schoolcraft, a reformed burglar turned corrections officer?
"My gut reaction would be to deny the pardon. It's wonderful that Thomas learned from his mistakes and rehabilitated his life for the better, but that does not arise to the level of granting a pardon. Pardons should be reserved for extraordinary circumstances and cases where there is a proven false conviction or miscarriage of justice. That being said, I would have very much like to have spoken with his victims and see how they felt. Their opinion would have had great influence over my decision."

What was the worst decision made by the Executive Council in the past two years?
"One of the worst Council decisions (in recent memory) is the appointment of Bill Duncan to the state Board of Education. There were valid reasons Hassan's nomination engendered so much anger around the state. It's very difficult to see how the lead plaintiff in a lawsuit challenging the business tax credit (providing scholarships to students who attend private and religious schools) could serve as an unbiased" administrator. That shouldn't pass any voter's test. The voters in Executive Council District 5 deserve better representation; they deserve to have their voices heard."
