Should NH add an income tax on earned income?

Should NH add a broad-based sales tax?
"The practical advantage is that it captures money from those with unreported income and those from out of state who use services. The philosophical advantage is this would tax what you take from society while an income tax is on how much you produce for society. Retail lobbyists warn that a sales tax would mean less land paved over for shopping malls, less traffic in border towns, and fewer part-time low wage jobs - is that all bad? We should not let the profits of a few businesses near the state line determine statewide tax policy."
