"I would consider Northern Pass if they pursue construction of delivery by burying it through Coos and Grafton counties, and strongly encourage continuing the process down the Pemigewasset, Merrimack Rivers and through 'softened' highways. However of course, a 15-20% reduction in RATES must be the ONLY acceptable means to allow construction if Northern Pass refuses to bury their line."
