Do you support the “Education Freedom Account” program, which gives students access to the per-pupil share of state school funding to spend on private school or home school expenses?

"Part II, Article 83 of the New Hampshire State Constitution reads 'it shall be the duty of the legislators and magistrates, in all future periods of this government, to cherish the interest of literature and the sciences, and all seminaries and public schools … that no money raised by taxation shall ever be granted or applied for the use of the schools of institutions of any religious sect or denomination'. This program removes funding, without adequate oversight, from a positive externality that is public education. Parents shall always retain the right to remove their children from the public school system; however, this alone doesn't exempt them from contributing to the learning opportunities of others in their community."

Should New Hampshire lower business taxes?

"New Hampshire's Business Enterprise Tax (BET) and Business Profits Tax (BPT) combined are the largest source of income for the state at ~38% in 2022. The wealthiest 4.6% of businesses paid 78.4% of the total share of these taxes. Because of the high filing thresholds, 72.8% of the business entities operating in the state owe no taxes at all. As is, this seems like a fair way to fund the needs of the government while not being overly burdensome to small and medium size businesses."

"Conserving a healthy environment is essential to the continuing prosperity of humanity. Public policy should remove the incentive for entities to pollute by properly distributing the social costs of negative externalities. Our government should limit its dependence on nonrenewable natural resources and support sustainable alternatives. Improving energy efficiency and economic growth aren't mutually exclusive goals."

Do you support giving voters who register without ID on Election Day a ballot that only counts if they return identifying documents to the state before a deadline?

"I believe citizens should be able to vote with an in-person signed affidavit on Election Day that is verified by the Secretary of State later. However, I'm against conditional ballots that are segregated out because of their likelihood to violate ballot secrecy, a bedrock to American democracy. In fact, this was the way it was done before a provisional ballot bill passed into law in 2022. I also believe all New Hampshire citizens should be entitled to request an absentee ballot without needing to list a specific reason."

Should the state do more to encourage municipalities to remove zoning barriers to housing development?

"Local zoning is a contributing factor to the affordable housing crisis in New Hampshire. Available affordable housing is a positive externality to the local economy and the state should support expanding its housing capacity to realize this benefit."

Do you support legislation to expand the net energy metering system capacity cap from 1 MW to 5 MW for all residential and commercial customers in New Hampshire?

"Removing these restrictions would help communities achieve their climate goals faster, lower energy costs for residents, and provide an economic building boom. The state needs encourage the transition to renewable energy. Administrative barriers that prevent communities from achieving their environmental action plans shall be reassessed and rectified as necessary."

"New Hampshire's current system of public school funding has been ruled in multiple court cases to be significantly under funding public schools as required by the state constitution. While the exact ratio of local properties taxes spent on education will vary by individual municipal decisions, the state should be providing more funding for public schools than it currently is."
