I agree with the state's role in education eloquently presented in [Art.] 83 of the New Hampshire Constitution June 2, 1784; (amended 1877 prohibiting tax money from being applied to schools of religious denominations). To wit:
Knowledge and learning, generally diffused through a community, being essential to the preservation of a free government; and spreading the opportunities and advantages of education through the various parts of the country, being highly conducive to promote this end; it shall be the duty of the legislators and magistrates, in all future periods of this government, to cherish the interest of literature and the sciences, and all seminaries and public schools, to encourage private and public institutions, rewards, and immunities for the promotion of agriculture, arts, sciences, commerce, trades, manufactures, and natural history of the country; to countenance and inculcate the principles of humanity and general benevolence, public and private charity, industry and economy, honesty and punctuality, sincerity, sobriety, and all social affections, and generous sentiments, among the people: Provided, nevertheless, that no money raised by taxation shall ever be granted or applied for the use of the schools of institutions of any religious sect or denomination.
Education, as you can see, has always been a state function in New Hampshire and works best with good local control. In New Hampshire, we argued about the value of kindergarten during the past legislative session; however, France, Spain and Italy, for example, have vibrant preschool programs. We can, at the local level, start to close the three-year gap in achievement between Asian and American students by increasing opportunities for our students, increasing expectations and leadership. Consequently, we will reduce the>8% poverty rate prevalent in our five-town district.

"Roads, bridges and highways: I think, experiencing the number of delays caused by road repair this summer around the state, that the NH DOT is leveraging Federal money. Seeing the number of flaggers on any given project, I often wonder about featherbedding, if the contracts are fairly written to reward efficient and quality completion of the work. I trust that this is so, but it should be vetted. I also think that bicycle use and lanes should be promoted. Internet: Something is not right up here in Grafton County. We still do not have cell service at our house, and many of our neighbors do not have high speed Internet. These are investments that our students and small businesses need to be competitive in business and life."

There are good features about New Hampshire's current [revenue] structure - it is fair and progressive, but is it as low as possible? Is it, indeed, artificially low because the State is downshifting to tap local property taxes and fees (in lieu of raising State taxes) to balance the budget? I would fight to stop downshifting expenses to property taxes.
