Do you support the “Education Freedom Account” program, which gives students access to the per-pupil share of state school funding to spend on private school or home school expenses?
"I took an oath to support the NH Constitution and no where in that document does it say anything about a responsibility to underwrite private schools. We have some of the very best private schools in the world here in NH, but that does not mean that we should use the public treasury to sustain them. We are all free to educated our children however we wish, but we are not free to take from our neighbors for our private gain. All branches of the NH government exist to do the greatest good for the greatest number of our citizens, not to enrich a few. The EFA program has never been budgeted and grossly exceeds all cost estimates when something like 70 percent of the recipients were already in a private education situation."

Should New Hampshire ban abortions during the first trimester (e.g. after 6 weeks gestation)?
"I am for the current existing NH abortion law. It is among the best laws now in effect across the country. It is the product of bi-partisan compromise and needs to tested before changes are contemplated."

Should NH add an income tax on earned income?
"The absence of an income tax inspires workers to want to relocate to NH or to remain in NH. The lack on this tax is an advantage to any young family or to the many retirees we have in the state."

Should NH add a broad-based sales tax?
"The absence of a NH sales tax provides tremendous economic power relative to the other New England states and the provinces of eastern Canada. Non-residents spend here rather than in their home places. A sales tax here would kill that incentive."

Should New Hampshire lower business taxes?
"This needs further study. Without sales or income taxes the business tax as it stands provides much of the revenue our state needs to provide services."

Should New Hampshire add a tax on capital gains?
"This represents an income tax by another name, and it would dis-proportionally impact retirees living on investment income."

Should New Hampshire government do more to address climate change?
"All of us should do more in our private and public lives to mitigate changes to the climate. Any opportunity to positively effect our shared environment should be taken. Renewable energy consumption, resource conservation, waste reduction and emission control are paramount to improving our world. However, real climate impacts are not going to be solved in NH. These are international questions requiring unfaltering international cooperation."

Do you support giving voters who register without ID on Election Day a ballot that only counts if they return identifying documents to the state before a deadline?
"No one should ever be permitted to cast a vote without identification. If the affidavit is a workable compromise, so be it. I would support legislation to require identifications for any and all voter registrations."

Should the state do more to encourage municipalities to remove zoning barriers to housing development?
"This is first and foremost an issue of local control. The state should resist interfering with local governance when and where possible. Zoning is an assurance of NH's quality of life that is fundamental to new residents moving to NH and natives to remain. The need for additional housing is critical, but the state should refrain from becoming the bully on this issue. Property rich towns and cities will resist the interference and property poor communities will be the ones forced to accept growth they cannot afford."

Do you support legislation to expand the net energy metering system capacity cap from 1 MW to 5 MW for all residential and commercial customers in New Hampshire?
"This is an elemental step in reducing climate impacts. It is also good economics for our citizens, opportunities for small businesses, and a methodology to reduce municipal energy costs leading to tax reduction. Utilities should benefit society not solely utility corporations."

Should the state increase funding for child care providers?
"The timing is not right for this issue. Yes, this is an important question relative to the workforce, but our state is headed toward a period of significantly reduced revenues. Federal monies associated with the Covid pandemic are drying up or have already dried up. The only way to provide an increase of funding is through tax increases and that is something the populace has clearly stated they do not want."

Do you support New Hampshire’s current system of public school funding, with about two-thirds of total funding coming from local property taxes?
"As a taxpayer and after almost four years on the House Education Committee, I know this system is broken. For nearly 30 years the state has been in contempt of court for its failure to implement a court ordered revision. The system favors and rewards wealthy communities and punishes poor towns. It is inherently unfair to taxpayers and it results in poorer a poorer education for our children. This system is long overdue for revision and replacement."

Should New Hampshire raise the minimum wage?
"Minimum wages apply to a very small number of NH's workers and most of those effected are students working part-time or s trainees. It is rare in NH for full-time workers to be offered employment at minimum wage. Competition for workers is too severe for a business to be able to pay minimums."

Should New Hampshire add legal protections for residents of other states who travel here for health care related to abortion or gender transition?
"NH has no authority over the laws of another state. Our ability to 'protect' a non-resident only pertains while that person is physically in NH. Implementing such a law could have the effect of dismantling concepts of extradition."

Should NH require local law enforcement to cooperate with federal immigration enforcement?
"Absolutely. Any and all NH law enforcement agencies should fully cooperate fully with agencies of the Federal government. Illegal immigration is a scourge threatening every aspect of American life. Legal immigration is one of the things that sustains us, but there is no place in our society for illegal immigration."

Should NH pass stricter gun control laws?
"NH should not pass additional gun control" legislation. We have all the laws needed already on the books and we remain one of the safest states in the Union. We do need vigorous enforcement of the existing laws. Gun crime should be ruthlessly prosecuted, but the law abiding should be left alone in their lawful pursuits."
