On her website Clinton outlines a multi-point plan for addressing heroin addiction. Among other proposals, she supports increasing the Substance Abuse Prevention and Treatment Block Grant for states and prioritizing treatment over imprisonment.

Her website also states, "America's smallest businesses-those with 1-5 employees-spend 150 hours and $1,100 per employee to comply with federal taxes. That's more than 20 times higher than the average for larger firms. Hillary will simplify tax filing and provide targeted tax relief for small businesses-not big corporations that can afford lawyers and lobbyists."

"Overturn Citizens United. Hillary will appoint Supreme Court justices who value the right to vote over the right of billionaires to buy elections. She'll push for a constitutional amendment to overturn Citizens United in order to restore the role of everyday voters in elections.

"End secret, unaccountable money in politics. Hillary will push for legislation to require outside groups to publicly disclose significant political spending. And until Congress acts, she'll sign an executive order requiring federal government contractors to do the same. "Climate change is an urgent challenge that threatens all of us. The United States is already taking steps to invest in our clean energy future, but we need to do more." On her website, Clinton lists two goals related to climate change: to "have more than half a billion solar panels installed across the country by the end of Hillary's first term" and to "generate enough renewable energy to power every home in America within 10 years of Hillary taking office."

Clinton does not support a flat income tax, and supports some progressive taxes. Her website states, "Hillary will cut taxes for hard-working families to increase their take-home pay as they face rising costs from child care, health care, and sending their kids to college. She is calling for extending a tax cut of up to $2,500 per student to help deal with college costs as part of her New College Compact, and for cutting taxes for businesses that share profits with their employees... Hillary supports ending the 'carried interest' loophole, enacting the 'Buffett Rule' that ensures no millionaire pays a lower effective tax rate than their secretary, and closing tax loopholes and expenditures that benefit the wealthiest taxpayers to pay for her plan to make college affordable and refinance student debt."

Hillary believes the minimum wage should be a living wage, and she will work to get to a $15 minimum wage over time, with appropriate variations for regions with a higher cost of living. She's been a strong supporter of the 'Fight for $15,' and she also supports the Obama administration's expansion of overtime rules to millions more workers."

Clinton has not outlined a clear plan for combatting the Islamic State (also known as ISIS, ISIL, and Daesh). She generally supports encouraging more countries to become involved in the fight against the Islamic State. She does not support an increased American military presence on the ground. At a November 2015 debate she said, "There is no question in my mind that if we summon our resources, both our leadership resources and all of the tools at our disposal, not just military force which should be used as a last resort, but our diplomacy, our development aid, law enforcement, sharing of intelligence in a much more-- open and cooperative way-- that we can bring people together.

"But it cannot be an American fight. And I think what the president has consistently said-- which I agree with-- is that we will support those who take the fight to ISIS. That is why we have troops in Iraq that are helping to train and build back up the Iraqi military, why we have special operators in Syria working with the Kurds and Arabs so that we can be supportive. But this cannot be an American fight, although American leadership is essential."

Clinton has a detailed plan to reform the Veterans' Adminstration on her website. The website states, "Hillary was outraged by the recent scandals at the VA, and as president, she will demand accountability and performance from VA leadership. Many veterans have to wait an unacceptably long time to see a doctor, or to process disability claims and appeals. Hillary will make the Veterans Health Administration (VHA) a seamless partner in health care. She does not believe that privatization will solve the problems that the VHA is facing-this department must deliver high-quality care while acting as an integrated payer-purchaser and facilitating a full range of services for all veterans, regardless of where they live."

Clinton has not specifically addressed the corporate tax rate. However, her website states: "Hillary will close tax loopholes like inversions that reward companies for shifting profits and jobs overseas. She will charge an exit tax for companies leaving the U.S. to settle up on their untaxed foreign earnings. She will close tax loopholes that let Wall Street money managers pay lower rates than some middle-class families. And she'll reward businesses that invest in good-paying jobs here in the United States."

Identifies as pro-choice. "Women's personal health decisions should be made by a woman, her family, and her faith, with the counsel of her doctor. Hillary will stand up to Republican attempts to defund Planned Parenthood, which would restrict access to critical health care services, like cancer screenings, contraception, and safe, legal abortion. She will fight to protect the Affordable Care Act, which bans insurance companies from discriminating against women and guarantees 47 million women and counting access to preventive care."

Hillary Clinton has a detailed plan for college affordability outlined on her website. Among the policies included there is a statement that "everyone will be able to enroll in a simplified, income-based repayment program so that borrowers never have to pay more than 10 percent of what they make."
