"As with many of these questions, the devil is in the details, and the answer is not as simple as checking one of the three choices offered. I would like us to consider decriminalizing possession of small quantities of marijuana, but need to know what a 'small quantity' is. How many violations are allowed? Will penalties increase for repeat offenders? Are penalties greater or less for minors? How will we handle dealers who modify their business plans to fall under the threshold to avoid stiffer penalties?"

"If we continue to participate in RGGI, it should be predicated on a comprehensive strategy to bring a diversified mix of alternative energy sources to NH, including hydro, wind, solar and higher capacity natural gas pipelines. It makes no sense for NH to continue to support a cap and trade program like RGGI, with the stated goal of reducing the use of high carbon fossil fuels, unless we also implement a plan to replace them with something else."

Should NH restrict further wind power development?
"There are other factors to consider not included in this question. Has the Site Evaluation Committee been effectively realigned? How long will it take to implement a comprehensive energy plan? If these questions can be addressed in a short period of time, it would make sense to wait for a brief amount of time to assure that new wind projects are properly sited. However, as mentioned above, since previous legislatures have chosen to support RGGI, I believe we now have an obligation to support alternative energy sources, including wind."

Creates a single casino with video lottery and table gaming, to be located at Rockingham Park in Salem, NH. A tax of 35% of gross slot machine revenue and 18% of gross table game revenue would go to the state with dedicated portions of the funds going to addiction prevention programs and to Salem and neighboring communities.

SB 492 (2016)
At the time of this bill's submission, electric utilities pass RGGI rebates through to customers in the form of a reduction to the customer’s monthly bill based on monthly usage. This bill eliminates rebates to residential customers. The Public Utilities Commission and Department of Environmental Services state most of this revenue would instead be redirected to programs for low income, municipal, school district and local government energy efficiency projects.
