"No. This favors the rich especially using the current qualifying guidelines. So as not to create a sudden burden on lower income recipients, a temporary continuation of this program with an income cap of 150% of the poverty rate may be acceptable."

"No. The current system has been deemed unconstitutional due to the differences in property values across the state. A more fair method would be to take the funds from each town and have the state distribute them evenly. This is in addition to other methods of school funding."
