"Hutton wants to pursue making a Constitutional amendment limiting Congressional terms to 2 terms in the Senate, 6 terms in the House. Both would equal 12 total years of public service for each position, he said."

Should NH increase funding for heroin treatment programs?
"My primary campaign issue is a Balanced Budget. Since the federal government is currently running a 500 Billion dollar deficit, I cannot at this time recommend any spending increases for any federal programs. Once the budget is balanced, I think drug addiction prevention and treatment should be a priority."

Should there be a path to citizenship for some illegal/undocumented immigrants?
"No, there should not be a path to U.S. citizenship for some illegal/undocumented immigrants. Illegal immigration should not be rewarded. Our immigration laws should be obeyed."

Should the government compel corporations to pay more in federal taxes, for example by closing “loopholes?”
"We need to simplify our tax code. Until we do that, I do not have a position on raising or lowering income taxes. We do need to raise the medicare tax by 1/2 to 1% on employees and employers to better balance revenues and expenses for medicare."

Should NH continue to base statewide assessments on Common Core standards?
"I do not have a position on whether NH should keep the Common Core Standards. This is a decision for NH citizens to decide and I am not from NH."

Should the federal government expand background checks for firearms sales?
"I believe in the right to bear arms; however, in today's environment background checks are a necessity. I do not see any legitimate purpose for 'assault weapons.'"

Should the government do more to combat climate change, for example by restricting emissions, taxing carbon, or providing incentives to develop clean energy?
"The climate change issue must be addressed promptly and responsibly. I favor promoting wind-power and other renewable forms of energy. I also favor federal subsidies for municipal and state governments to purchase electric vehicles to promote such sales and lower costs due to higher volume sales. We must address all sources of carbon emissions and not limit it to power plants. However, we must be careful not to destroy any industry because we need the tax revenues for research and development of climate solutions."

Should the federal government institute a flat income tax for all income brackets while eliminating many deductions?
"I oppose a flat tax. It is regressive and hurts lower income citizens."

Should the government enforce federal marijuana laws in states that have legalized marijuana?
"I think the federal government and states should have a joint task force to address the changing marijuana laws and possible reforms. In the meantime, the President is obligated to faithfully carry out the laws of the U.S."

How should the U.S. combat the Islamic State?
"The U.S. should take all steps necessary to combat the Islamic State. Terrorism is inhuman and not acceptable. We need to crush ISIL on its home turf; disrupt and dismantle terrorist infrastructure on the ground and on-line. Also we need to protect ourselves and our Allies through improved coordination and information sharing. I would not rule out using U.S. ground forces, but see this as the last resort. We also need to step up our efforts to secure our borders and thus protect our citizens."

Should the federal government increase private sector involvement in veterans' health care?
"I need to do more research to form an opinion on how best to address veterans' health care."

Should NH limit access to abortion?
"I am Pro-Choice. A woman should have the right to choose, but I do not believe in promoting abortion. I think better sex education is necessary."

Should NH keep the death penalty?
"Weather a state has a death penalty or not should be left to the citizens of each state to decide."

Should the NSA continue its bulk data collection programs for U.S. citizens?
"We need to balance personal liberty and the need for national security. I would review the NSA's collection of data, and that of all federal agencies, to limit data collection to only information that is required for national security and legitimate government purposes. Data collection requires continuous scrutiny to avoid any unnecessary violations of our right to privacy. This question cannot possibly be answered yes-or-no and properly balance both of these vital competing interests."

"Interestingly, Hutton proposed a National Entertainment Tax. His proposal was to place a tax on tickets for all sporting events college-and-up, movies, live theater and music concerts. 'There would be a tax of 5 percent for any ticket under $100,' said Hutton, 'and 10 percent for any ticket over $100.' Hutton cited the large amount of money that entertainment produces, calling college football 'a big business.'"

Should the federal government repeal the Affordable Care Act/”Obamacare” entirely and start again?
"Obamacare should not be repealed. I propose giving citizens a choice. Each state has a healthcare plan for its employees. I would open up these plans to all businesses and individuals in the state they reside or do business, but without the subsidy provided to State employees. Citizens could choose between the state plan or Obamacare. Businesses could choose to offer a subsidy to its employees under either plan. I believe in universal mandatory health insurance."

Should the federal government allow student loan payments to be reduced based on income?
"As for college education, I favor increased support for our two-year community/junior colleges. I graduated from one and you can keep college costs down while allowing students to live at home and work part-time. I oppose additional tuition assistance since we have a 500 billion budget deficit in 2016 and an $18 Trillion national debt. I would eliminate interest on outstanding student loans for four years, provided that a student pays off 10% of their outstanding student loan balance each year for four years, beginning in 2017."
