When asked whether New Hampshire should allocate tax revenues for private and home schooling costs, Phinney wrote, "I support education freedom for parents and children, but the issue of whether it should be taxpayer funded is not a black and white issue."

To increase prosperity, we need to let small and large businesses set their pay based on experience, education and qualifications. Allowing businesses to accomplish this, the state needs to roll back regulations on businesses in New Hampshire."
