Should New Hampshire ban abortion after 24 weeks gestation, with exceptions for cases of rape/incest and health complications?

"Against"

Candidate's Website, 2016

"I support a Capitol Corridor Commuter Rail Plan because it has many benefits, including: easing the commute to Boston; reducing traffic on I-93; creating local construction jobs; and bringing tourists and shoppers to New Hampshire. The Executive Council is responsible for maintaining the vitality of New Hampshire's economy and commuter rail is an important part of that."

Citizens Count Issue Survey, 2020

Should NH add an income tax on earned income?

"All options should be on the table instead of simply increasing property taxes year after year."

Citizens Count Issue Survey, 2020

Should NH add a broad-based sales tax?

"All options should be on the table."

Citizens Count Issue Survey, 2020

Should New Hampshire lower business taxes?

"No, but we should lower property taxes in order to help small business owners. Businesses pay twice in property taxes what they pay in business taxes."

Citizens Count Issue Survey, 2020

Should New Hampshire add a tax on capital gains?

"All options should be on the table instead of simply increasing property taxes year after year."

Should New Hampshire increase the tax on cigarettes?

"For decades I've been at the forefront of this fight. I was the lead lawyer in the Claremont School Funding case in the 1990s that sought to require the state to meet its obligation to provide all students with access to a fair public education. I have remained deeply involved including representing the Dover School District and holding over 40 public forums around the state over the last two years to discuss how school funding really 'works' and where it falls short."

Citizens Count Issue Survey, 2020

Should New Hampshire add restrictions to the governor's powers during a state of emergency?

"Yes. The need for efficiency does not mean there should be no transparency and no competitive bidding."

Citizens Count Issue Survey, 2020

Should New Hampshire extend the renewable portfolio standard past 2025, requiring public utilities to obtain more than 25% of electricity from renewable energy sources?

"Yes. I'm promising to lead the charge to bring big bold climate action in the framework of the Green New Deal if I'm elected governor, for the sake of all our children and grandchildren. The goal is to make New Hampshire net carbon-neutral in the electrical, transportation, and heating sectors by 2030 through every policy tool available to us. NH's RPS at a paltry 25% puts it far behind other states that have called for 80-100% mandates by 2050 or sooner. Vermont passed a bill creating a 75% RPS by 2032. New Hampshire needs to do better."

Citizens Count Issue Survey, 2020

Should New Hampshire increase public access to reports of police misconduct?

"For"

Citizens Count Issue Survey, 2020

Do you support the option of mail-in ballots for all voters, not just absentees?

"Yes. Every Granite Stater's right to vote must be protected, and I've long supported the idea that all eligible voters should be able to cast a ballot by mail. Now that COVID-19 is challenging all of our institutions, it's clearer than ever that no-excuse absentee voting by mail is the safest way to cast a ballot. It's unfortunate Sununu once again vetoed a permanent no-excuse absentee ballot bill."

Citizens Count Issue Survey, 2020

Should NH legalize the recreational use of marijuana?

"Yes. Unlike Sununu, I will legalize marijuana sales, just like every other New England state. New Hampshire is in the top third of states with the highest Black arrest rates for marijuana possession. We must legalize and expunge the records of those convicted of marijuana possession. We should tax the sale of marijuana."

Candidate's Website, 2019

"Healthcare is a basic human right. Expanded Medicaid must remain a reality."

Citizens Count Issue Survey, 2020

Should New Hampshire raise the minimum wage?

"For our state to thrive, we must raise the state's minimum wage to $15 an hour from the federal rate of $7.25. No one can live on the inadequate minimum wage set by the federal government. And, we won't get to $15 by advocating for half-measures."

Citizens Count Issue Survey, 2020

Should New Hampshire increase the size of solar panel installations that may participate in net energy metering?

"Yes. The goal is to make New Hampshire net carbon-neutral in the electrical, transportation, and heating sectors by 2030 through every policy tool available to us, including increasing participation and raising the cap on net energy metering. It is unconscionable that we would lose solar jobs due to Governor Sununu's lack of support for net metering."

Citizens Count Issue Survey, 2020

Should New Hampshire increase subsidies and tax credits for business investment?

"This depends on the details of the subsidies and credits and the uses to which they'll be put."

Other, 2016

"Volinsky said he does not support a proposed gas pipeline to transship gas across the state and with regard to Northern Pass he said 'unless it is buried it is not even on the table. I appreciate the number of jobs it represents but there are a number of things that can be done.'"

Citizens Count Issue Survey, 2020

Should New Hampshire increase the base amount of per-pupil funding it provides to local school districts?

Do you support Gov. Sununu's proposal to allow employers and employees to opt-in to a private, paid family and medical leave insurance plan, based on a pool of state employees, excluding coverage for personal illness?

"Against"

Citizens Count Issue Survey, 2020

Should New Hampshire continue to participate in the Regional Greenhouse Gas Initiative, which requires utilities to purchase allowances for every ton of carbon they emit?

"For"

Candidate's Website, 2019

"I see many of our environmental responsibilities through the lens of a grandfather. That's why the climate crisis is front and center in our public policy. The science is clear - we need to reduce the amount of carbon we produce within the next decade or so to avert the worst impacts of the climate. That's why I oppose building new fossil fuel energy projects and pipelines. And I support the development of renewable energy sources that we can produce here in New Hampshire like wind and solar. Half-measures aren't enough. We need to be carbon net-zero as fast as we can."

Citizens Count Issue Survey, 2020

Should New Hampshire create a road usage fee?

"Yes we should consider a road usage fee only if it doesn't penalize drivers of high gas mileage and hybrid vehicles. New Hampshire should invest in new Green economy jobs, not punish drivers of high gas mileage and hybrid vehicles. The importance of the state making smart investments is often overlooked when it comes to fighting against income inequality. Investments in roads, bridges and broadband internet allow businesses to prosper and create good jobs."

Candidate's Website, 2016

"We must also work to restore vital funding for Planned Parenthood after the Executive Council's extreme vote to defund these health centers across our state jeopardized thousands of New Hampshire women's health care - including cancer screenings, well-woman visits, and birth control."

Citizens Count Issue Survey, 2020

Should New Hampshire create a statewide family and medical leave program, paid for with a percentage of employee wages, with no opt-out?

"For"

Citizens Count Issue Survey, 2020

Should NH pass stricter gun control laws?

"Yes. Every Granite Stater should be able to live free from the fear of gun violence. Schools should be a place where all students can learn free from the threat of gun violence. New Hampshire needs a governor who doesn't just offer 'thoughts and prayers' after a tragedy, but one who takes action. We should pass common-sense gun safety legislation that would require background checks for firearms sales, implement a waiting period between the purchase and delivery of a firearm and restrict possession of firearms on school property"
