Revise quarantine rules for dogs, cats, and ferrets to allow littermates to share

Summary:

Enables the Department of Agriculture, Markets, and Foods to adopt rules about quarantine requirements for dogs, cats, or ferrets brought into the state for transfer. The Senate amended the bill so these rule changes are limited to allowing littermates to share enclosures.
