Rewrite laws governing campaign finance, require online filings

Summary:

Rewrites the laws that regulate the financing of political campaigns. The Senate amended the bill. Sen. Gray wrote, "Currently there is a lot of confusion surrounding when reports have to be filed, who can file them and how they are filed. SB 534 adds clear definitions and time frames to the process."

The House amended the bill. Among other changes, the House amendment adds parts of HB 1091. Notably, this House version of SB 534 requires candidates to file reports through the online campaign finance system. If they want an exception for handwritten reports, they must sign a sworn statement that they have less than $3,000 in receipts or expenditures and that they do not have computer skills.

The House and Senate did not agree on a final version of this bill.
