Changes requirements for master teacher credentials

Summary:

Changes the requirements for the granting of the educational credential of master teacher. For example, this bill removes the requirement for a master's-level degree and graduate coursework in curriculum development, supervision, and evaluation, but adds a requirement for a portfolio documenting leadership activities.
