Implement summer program to feed eligible students, add simplified application for elderly to receive food assistance, add municipal disaster relief

Summary:

Requires breakfast and lunch to be available in all schools, with some exceptions (for example, if less than 10% of students are eligible for free or reduced price lunch). The House removed this part of the bill.

This bill then directs the Department of Health and Human Services (DHHS) to implement a summer EBT program to provide assistance to families with children eligible for free and reduced price meals over the summer. This bill also directs DHHS to participate in the elderly simplified application project within the Supplemental Nutrition Assistance Program (SNAP) to provide food assistance to eligible older adults and people with disabilities. The Senate also added these provisions to HB 1278, although the House rejected that addition.

The House then added the text of HB 1466. That bill provides a mechanism for disaster relief for municipalities that suffer damage in natural disasters. A conference committee of representatives and senators approved this addition, but lowered the maximum amount of funds a municipality may recieve in a year.
