Move Electric Assistance Program to Department of Energy, increase amount on utility bills that goes to the program
Summary:
Moves the administration of the Electric Assistance Program from the Public Utilities Commission (PUC) to the Department of Energy. This bill also increases the cap on the System Benefits Charge (SBC) rate for the program, from 0.15 cents per kilowatt-hour to 0.2 cents. The Electric Assistance Program provides bill discounts to low-income utility ratepayers.
