Allow absentee ballots without an outer envelope delivered by hand, allow early pre-processing of absentee ballots
Summary:
Removes the requirement that absentee ballots be placed in outer envelopes if the absentee ballot is delivered by hand. This bill also allows moderators to open the outer envelopes as early as the Friday before an election.
