Prohibit various local housing development restrictions

Summary:

If a residential property is subject to a housing covenant under the low income housing tax credit program (meaning units are reserved for low income individuals), this bill sets up a simplified system for taxing the property. The property owner could opt to pay 10% of net income from the property instead of the regular property taxes. The bill rewrites a section of state law that has a more complex calculation of income for these properties. 

The Senate rewrote the bill. First, the new bill prohibits cities, towns, and municipalities from requiring that occupants of housing units be related by blood or marriage. Second, the bill blocks cities and towns from adoption septic and well requirements than those required by the state Department of Environmental Services. Third, the bill says cities and towns cannot limit road lengths, so long as they comply with the State Fire Code. Lastly, the bill establishes various rights related to utility placement and setback requirements.
