Move state primary from September to May

Summary:

Moves the state primary from the second Tuesday in September to the second Tuesday in May.

As introduced, this bill also created a run-off election for candidates in a federal primary if no candidate receives more than 50% of the total vote. The Senate deleted that part of the bill.
