Repeal rent fee for nonprofits in charitable gaming, extend limit on historic horse racing locations

Summary:

Changes the redistribution of pari-mutuel wagers, sending more funds to the Lottery Commission for problem gaming. This bill then removes some restrictions related to running historic horse racing or simulcast events, eliminates employee residence requirements, and repeals annual financial statement requirements. 

The House rewrote the bill. The amended bill repeals the law that allows charitable gaming operators to charge nonprofits "rent" for the days those charities receive a percentage of profits. The amended bill also repeals the requirement that 75% of employees at race tracks must be NH residents; the bill similarly repeals an obsolete requirement that race tracks file an annual audited financial report. Lastly, the amended bill extends a limitation on charitable gaming locations that can offer historic horse racing. Historic horse racing would continue to be limited to the 14 current locations; 5 applicants going through the approval process might also be eligible to offer historic horse racing.

The Senate did not accept those changes from the House.
