Require verification by hand counting at request of 10 voters
Summary:
Requires a town or city to perform a "machine count verification" at the request of 10 voters. This verification would compare the physical ballots cast to the machine count for two candidates in two different races. If the hand count is 0.2% different from the machine count, all ballots in that town or city would be hand counted.
