Fully fund special education, eliminate proration
Summary:
Eliminates the proration of special education funding when the demand for funding exceeds what is available. Instead, the state would fund the full amount for special education by dipping into the Education Trust Fund and/or the General Fund of all tax dollars, if necessary.
