Require Interbranch Criminal and Juvenile Justice Council to investigate various issues related to bail and incarceration

Summary:

Requires a person to be held without bail for violent and sexual offenses if there is "clear and convincing evidence" of a danger to public safety. This bill also requires a hearing before a judge before granting bail to a person who was already out on bail when arrested for a new offense.

The House rewrote the bill. The new bill tasks the Interbranch Criminal and Juvenile Justice Council with investigating several challenges, including the creation of a single system to track court cases, bails, and warrants.
