Summary:

Makes various changes to the state laws protecting children from abuse and neglect. For example, the bill rewrites the definition of "psychological maltreatment," references unnecessary use of seclusion, defines "parentification," and recognizes the importance of trauma-informed care. The bill also creates a "rebuttable presumption" (basically, a legal assumption) that if a parent is trafficking drugs, a child is at risk of serious harm.
