Require Secretary of State to publish recount and audit info, review local election material

Summary:

Allows the Secretary of State to conduct a second recount "if he or she has reason to believe a serious error occurred in the counting that would have altered the outcome of an election."

The House rewrote the bill to instead require a second recount if the winner of the recount differs from the winner declared on election night.

The Senate rewrote the bill again. The Senate version of the bill requires the Secretary of State to publish recount and audit procedures as well as the times at which recounts and audits will take place. The bill also requires the Secretary of State to review election material certified by local election officials prior to announcing the results of a recount and declaring a candidate elected.

The House and Senate did not agree on a final version of the bill.
