Assess students on reading, add state funding for students below proficient

Summary:

Creates a reading assessment program in the Department of Education, and requires assessments of kindergarten through 3rd grade students for reading deficiencies. This bill then establishes a reading improvement grant that would provide additional state education funding for students below the proficient level in reading.
