Only allow absentee voting for travel, disability

Summary:

Requires voters to be either out-of-town or disabled in order to be eligible for an absentee ballot. In other words, a voter would no longer be able to vote absentee due to work commitments, carrying for children or family members, religious observances, or a winter storm.
