Summary:

Requires local government to use "empirical, scientific evidence" to adopt any "extraordinary restriction" of residential property. The bill defines extraordinary restriction to include lot size requirements above 5 acres per unit, limiting residential use in commercial zones, fees over $100 for homeowners less than 150% of median income, etc.
