Create "tavern" license to serve alcohol without food

Summary:

Removes the requirement that restaurants and other on-premises beverage licensees serve food whenever they are serving alcohol.

The House amended the bill to instead establish a "tavern" license, which would allow the sale of beverages, wine, and liquor without the sale of food.
