Require independent assessment of landfill harms, benefits before permit
Summary:
Requires a landfill permit applicant to pay for an independent report on the potential harms and benefits of the project. This bill then requires the Department of Environmental Services to make a determination that the landfill is a net public benefit before granting a permit.
