Summary:
Requires the Department of Environmental Services to regulate and prevent a variety of activities, including "stratospheric aerosol injection (SAI), cloud seeding, weather modification or other atmospheric polluting activity, including excessive electromagnetic radio frequency/microwave (RF/MW) radiation emissions."
