Study issues related to timber tax revenue, carbon credit programs
Summary:
Suspends New Hampshire's participation in emissions reduction credit programs administered by the Department of Environmental Services for a period of 2 years. According to the Department, this would eliminate the revenue New Hampshire gets from the Regional Greenhouse Gas Initiative (RGGI).
The House completely rewrote the bill. The new bill requires the Department of Revenue Administration to conduct a study of the issues related to lost timber tax revenue as a result of forest lands being enrolled in carbon credit offset programs. The bill also requires the Division of Forestry to establish a public registry of all forest lands enrolled in a carbon program.
