Repeal inactive funds, modify how state spends dog license fees

Summary:

Repeals some inactive special funds, such as Emergency vehicle Warning Sign Fund. This bill also modifies how the state spends dog license fees, sending $0.25 of the amount collected from each dog license from the Companion Animal Neutering Fund to the Veterinary Diagnostic Laboratory Fund. The Senate amended the bill to also increase reimbursement for veterinarians for animal population control program participation.
