Cap the rake for games of chance where chips have no monetary face value

Summary:

Changes the deduction from the buy-in amount collected from players for games of chance where chips have no monetary face value. For games of chance where chips have no monetary face value, under this bill the deduction in payout to the players would be either $250 or 20%, whichever was less. The Senate amended the bill to also allow players to tip the dealer by purchasing an add-on up to $25.
