Protect recovery houses from extra zoning restrictions
Summary:
Requires agencies adopting an administrative rule to provide a detailed explanation for overruling each significant argument against the rule, and to post public comments on the agency webpage.
The House completely rewrote the bill. The new bill revises the definition of a "recovery house." The bill then says that a recovery house located within a residential area must be treated in zoning like any other residential unit. Recovery houses must be certified.
The House and Senate could not agree on a final version of the bill.
