Reduce various medical licenses, change regulation of optometry

Summary:

Eliminates the board of registration of medical technicians and transfers authority over the registration of medical technicians to the Office of Professional Licensure and Certification (OPLC). This bill further makes changes to the nurse practice act, including amending the licensure of licensed nursing assistants to a registration process and making changes to the board of nursing.

The Senate amended the bill to also makes various changes to the regulation of optometry.
