Prohibit legislators voting when employer has a conflict of interest

Summary:

Adds a new state law requiring state legislators not participate in any vote if they have a conflict of interest or work for an employer with a conflict of interest. There is an exception for budget bills.

The Senate amended the bill to add more detail about when a legislator must recuse themselves from a vote due to a conflict interest. In particular, the Senate amendment focuses on when a person holds "substantial influence" over an organization that would benefit or be hurt by legislation.
