Prohibit torture by government

Summary:

Adds a criminal penalty for torture, which would specifically cover "an act committed by a person acting under the color of law specifically intended to inflict severe physical or mental pain or suffering." According to the bill's Analysis, "This bill is intended to supplement the federal law located at 18 U.S.C. sections 2340, 2340A, and 2340B, which apply to torture committed outside of the United States."
