Create procedure for background check before returning firearms

Summary:

Requires the Department of Safety to be responsible for conducting the required firearm background checks for all firearm transfers. At the time of this bill's submission, the Department of Safety conducts background checks for handgun sales, while the FBI conducts background checks for long guns (such as rifles).

The House rewrote the bill. The amended bill provides a procedure for conducting a discretionary background check prior to the return of firearms and/or ammunition in a court proceeding.
