One-time payment to public retirees receiving accidental disability

Summary:

Makes a one-time, $500 allowance to members of the retirement system who are receiving an accidental disability retirement allowance, with some limitations. This bill also provides for future supplemental allowances and cost of living adjustments for accidental disability beneficiaries to be granted regardless of how many years they served.
