Study ways for municipalities to comply with federal Clean Water Act

Summary:

States, "all regulations imposed by the United States Environmental Protection Agency are void in New Hampshire" and prohibits any state enforcement or cooperation related to federal EPA regulations.

The House rewrote the bill to instead create a committee to study ways to facilitate municipal compliance with Clean Water Act requirements.
