Protect right of person with guardian to access, reduce max cost for medical record copies

Summary:

Allows a person with an appointed guardian to access and consent to release his or her confidential records, unless the terms of guardianship provide otherwise.

The Senate amended the bill to add provisions from SB 400. That bill reduces the maximum cost for medical records and requires them to be provided electronically upon request.
