Add recruitment and retention program for DHHS, authorize positions at Hampstead Hospital, increase some Medicaid reimbursement

Summary:

Repeals the commission on the status of health coverage markets for individuals and small employers.

The Senate completely rewrote the bill. Their version of the bill establishes a pilot recruitment and retention program in the Department of Health and Human Services(DHHS). The bill then authorizes DHHS to establish positions at Hampstead Hospital Residential Treatment Facility for staff currently employed by Wellpath Recovery Solutions, LLC. Lastly, the Senate version of the bill increases the income eligibility limit for "in and out medical assistance" under the state Medicaid plan.
